It's very rapid that China's mobile telecommunications network develops. With the rapid increasing in mobile users, the mobile communication network is also continuously building and expanding in each province. In this paper, one of the current focus issues in the GSM network, frequency planning, is studied. The frequency planning is a very important technology in the mobile telecommunications network.In this paper, based on the GSM mobile network frequency planning projects of Chongqing urban for "100-day network campaign" in Chongqing Mobile Company, the whole process of the frequency planning projects are researched in detail. The four stages in the frequency planning projects are introduced. Preparation is the first stage in the frequency planning period. It includes BSIC planning, replace and adjust antennas, sector data consistency checks and parameter adjustment, optimization adjacent sectors relationship; The second stage is the frequency planning period. the current network structure and frequency planning issues are analyzed and evaluated comprehensively. The the main problems and various frequency allocation issues of GSM network in Chongqing are analyzed and adjustment scheme is given. Combined with "intelligent iterative algorithm", a frequency reuse model is established. The network frequency is planned primitively. Then, the frequency interference is inspected and corrected and the new frequency scheme is pre-evaluated. The third stage is to implement it after the new scheme is proved it is effective. Combine with the current network and the practical experience of engineering in the company, the whole implementation scheme is explored based on the principle of network security and maximizing to avoid risks. It includes schedule, personnel arrangements, implementation steps and contingency plans, etc. After the implementation, an important work, dynamic power adjustment, is analyzed in detail. The principle and key parameters of dynamic power adjustment are introduced. The last stage is frequency planning evaluation. It includes MRR voice quality assessment, analysis of statistical indicators of STS, voice quality assessment of DT, etc. The desired effect is acquired.
