The mobile users’amount has been getting an exponential increase with the development of mobile telecommunications industry, and the radius of micro cell has been reduced to less than 100 meters with so limited frequency resources. It is of much value for the engineering and the market to develop the practical frequency planning and optimization software system for the radio network, to dig up the potentiality of the existing mobile telecommunication network more efficiently. It is much more complex and difficult to develop an automated frequency planning software system, and the requirement analysis and the system design of such software were researched in this article.The analysis of the related concepts of frequency planning and its development and current status were descripted in this article. And the theories and technologies of interference matrix and genetic algorithms were introduced. The technological characteristics of the.NET Framework software architecture and its Common Language Runtime (CLR) and.NET Framework class’s library were summarized. Also, the technological characteristics of the GIS engine, SuperMap Objects.NET 6R, and its convenient integration with.NET Framework, and the solutions they provided to develop software design and implementation were introduced. The analysis and design methods, UML (Unified Modeling Language) modeling language, design patterns were descripted. And the analysis of the business requirement, user requirement, function requirement, performance requirement, data requirement, user interface requirement were provide.On the basis of requirement analysis, this article showed the architecture design, the function module design, the design of classes and interaction, the database design and the user interface design for an automated frequency planning software system. The system was designed with Object-Oriented analysis and design method, and the analysis and design were described with UML(Unified Modeling Language). For a successful application case of this software system, the implementation and its performance evaluation of an automated frequency planning project using this software system were described in this article.
