As the development of3G network today, increasing users of the network makethe disturbance more and more serious. The frequency interference is an importantfactor which affects the wireless network index, such as the drop rate and the access rate.An efficient solution is to develop frequency planning and optimization.IOS(Intelligence Optimize System),as an intelligent system to resolve theincreasingly complex planning and optimizing of the network, is extremely flexible. Itcan offer a most effective solution based on the existing network scale and the userbehavior.In this thesis, an automatic frequency planning system platform has been set up bythe use of ISO based on the Nanping mobile GSM network. Through collecting theentire measurement report (MR), calculating as well as determining the disturbance andthe anti-disturbance situation of every frequency during the calling of the entire network,which is based on an Interference Matrix Algorithm according to the signal level of theserving cell and the adjacent cell in the MR report, the mobile platform generated amost appropriate frequency planning for the network and the mobile phone users.Meanwhile, with the MR information including the phone users call quality, cellcoverage information, combining with the base station location information, by usingthe advanced optimization tools (ANGEL), a variety of intelligent optimizationprograms had been implemented in the existing network, such as the residential signallevel and the best quality window settings, the mismatching of the neighborhood, andthe best matching of the cell coverage and the user scattering.Through automatic frequency optimization and intelligent optimization, thenetwork performance has been significantly improved:1The high interference ratio of the GSM900network decreased from36.24%to24.86%, improving11.38%;2. The high interference ratio of the DCS1800network decreased from15.85%to11.6%, improved4.25%;3. The calling quality ratio (uplink and downlink) of the mobile phone users of thewhole network increased from78.47%to85.91%, improved7.5%;4. The good proportion of the road test calling quality increased from94.76%to 97.53%, improved2.77%.In this thesis, the network anti-jamming capability and the network quality havebeen greatly improved through the optimization of the Nanping mobile communicationnetwork by the automatic frequency planning platform, which took a full advantage ofthe automatic frequency plan and provided an experience foundation for a furtherspread.
