The Research On Social Impact Of Regional Library Alliance Promoting Information Equity

The problem of the citizens’ information equity has become a worldwide topic, andits essence includes three aspects of information resource allocation equity, informationtraining equity and access to information equity, they reflect the scientific concept ofdevelopment whose nature is People-Oriented, and the justice of Social Regulation.Regional Library Alliance makes up of public libraries,university libraries, researchlibraries,information institutes and other public information institutes,all of theseinstitutes are public institutes.So it promotes the progress of the social informationequity in the following social aspects,such as caring for information demands ofcitizens,broadening access to information,building a cultural power country, promotingthe development of regional libraries.Based on these social functions of the regional library alliance, combined with theconstruction of cultural power county and the background of achieving universal accessto cultural sunny, the paper selected the angles of Information Equity, Sociology,Anthropology, Management and so on is used to do social evaluation to the regionallibrary alliance.And then the paper explored the social impact of regional libraryalliance. During the course of the study, firstly, the paper introduced the concept of theinformation equity, regional library alliance, social evaluation, the relationships amongthem, then pointed out the necessity of social evaluation of the regional library alliance.Secondly, the paper put forward the principles of the social evaluation of regionallibrary alliance promoting information equity, then introduced the application of theDelphi method in research of information equity, pointed out the research scope ofinformation equity, regional selection and so on.Thirdly,the paper analyzed theinfluencing factors and ways of regional library alliance promoting informationequity,and the paper built the social evaluation system as the following threeaspects,such as social impact analysis,interaction analysis and social risk analysis. Atlast, the Jilin Provincial Library Alliance was selected as a sample,the result showedthat the regional alliance generated a deal of positive social influence in the promotionof social information equity.
