| When we enjoy the convenience and fast given by e-archive, we meet much puzzles and barriers at the same time. Facing the new problems rising in archive information management use such as power monopoly, different treatment, priority use, information safety and intellectual property etc., the laws and regulations system of archive information in force seems more insubstantial. Some people think archive information legislation should be perfected as soon as possible. But some others think the emphasis resolving completely the problems above is to cultivate and build archive information ethics. But the author think archive information laws is an expression of the lowest archive information moral principles, which can not resolve realistic problems. And it must be based on the laws that archive information ethics rules take actual effect. So establishing archive information legislation and ethics simultaneously will be more proper and effective.Focusing on this theme, in the first part, the author began with analyzing the concepts of ethics, moral and information ethics, then discussed the relations and differences between two pairs of concepts of information ethics and information technology, information ethics and information laws, and also analyzed the main content of archive information ethics research. In the second part, the paper analyzed the theory basis of simultaneous establishment of information legislation and the ethics from the three points as follows: the compatibleness of archive information ethics and information legislation, development of the legislation and changes of the ethics, and the sprit of simultaneous establishment of archive information ethics and the legislation. And in the third part, the actual demand of simultaneous establishment of archive information ethics and the legislation was discussed from two aspects of changes of archive demand, archive information use and spread ways. At last, around the building of archive information ethics and the development of archive information laws system, the author stated further and systematically the measures of simultaneous establishment of archive information ethics and the legislation. |
