The Archive Information Ethics And Its Construction

With the extensive application of information technology in the archives work in the field of information activities, face the danger of moral dilemma, emerge in an endless stream of Archive Information Ethics Anomie phenomenon many, these new situations and new problems to the archives information management in China in the archives of the activities of ethics put forward thinking and challenge new grip, this paper examines the archives information from the information perspective, aiming to provide a blueprint for the construction of archive information ethics system to solve the problem of the current information society archives.This paper mainly includes five parts, the first part introduces the current situation of research at home and abroad. The third part separately from the archives information open and fair use of three aspects, archives information authenticity and aboriginality and archives information maintenance and information property right protection are the main archive information ethics of social anomie, and has carried on the concrete analysis to generate archive information ethics demonstration phenomenon of driving force factors and external causes. Fourth, the five part is the main body of the thesis, the fourth part mainly outlines the tree structure hierarchical archive information ethics system, respectively, from five angles of archive information ethics cognition, law, technology, supervision and education evaluation mechanism, perfect the archives information ethic system theoretical root, stem, branch, leaf. The fifth part firstly expounds the basic principle of the construction of archive information ethics, including the internal driving force and external force, to maintain the principle of combining inheritance extension of this principle, and combined with the humanistic spirit and the principle of combining technical discipline and multiple complementary principle, and then in accordance with the principles of constructing system from five aspects of concept, technology, law, education, mechanism the discussion of archive information ethics system construction, the concept of level to enhance the public archives information ethic self-discipline consciousness, strengthening information technology R&D efforts archives at the technical level, to health information ethics regulations full file system in the legal level, the system level to strengthen the archives information ethic supervision mechanism, and finally in the education level to develop archive information ethics education. Construction of archives information ethic system is a long and complex process, must collect all social forces, the integrated use of human, material, financial and other various beneficial resources, finally construct a complete archive information ethics system effectively.
