Our country is an agricultural country with great people. Since the economy relatively drops behind other developed countries, and the ability to endure the natural calamity is weak adding the instability of the zoology, the agriculture of our country is tend to be infracted by the calamity. The frequency of the agricultural calamity and the loss are increasing. Now there are a lot of questions in forecasting the plant diseases and insect pests in our agriculture, the content of the science and technology is low. Improving the ability to forecasting the plant diseases and insect pests, especially using information technology to set up the right agricultural management information system of the plant diseases and insect pests is imperative under the situation.According to the characteristic of the apple plant diseases and insect pests management, one apple plant diseases and insect pests management information system is designed based on the GIS technology, Artificial Neural Network (ANN) technology and Internet technology, including apple diseases and insect pests data processing system, apple diseases and insect pests forecasting system and network deployment system.In the apple plant diseases and insect pests data processing system, It is provided with obtaining exterior data function, outputting data function as a picture or new shape file or a Pdf format file, property inquiry function, spatial inquiry function, data statistic and analysis, editing layer, and Interpolation analysis function. The interface of the system is very friendly. The function is set reasonable, and the system runs stably, so the system can be a good tool software for the plant disease and insect pests management, data analysis in field and precision agriculture research.In the apple insect pests forecasting system, it is provided with maintaining disease and insect pests picture function, disease and insect pests diagnosis function, insect pests forecasting function. GIS technology and ANN technology are well applied in the apple insect pests forecasting, and which made different degrees of the insect pests is displayed with different colors in the map, simply and visually. The system provides a short period forecasting function from one to eight weeks.In the apple diseases and insect pests network deployment system, it is provided with apple diseases information query, apple insect pests information query, special map query, and forecasting result query function. The user can only use the IE (Internet Explorer) to query the diseases symptom, prevention and cure methods, all kinds of statistic result and forecasting result, which provides the convenience for the user.In the system design and develop, flexible and convenient spirality mode is used to evaluate, to amend and to perfect the system. Using universal advanced program language connected with GIS component, that is the integrated second develop mode, is one better develop mode in the GIS develop.In IDW interpolation method provided in the system, three process methods can be used toprocess the sample point's data in the one grid including average, maximum, and minimum. The test result shows that the result from the method is very close to the result form the IDW provided in the ArcInfo software, and their correlation coefficient is 0.9987, which meet with system require.The ANN has nonlinear function dynamic process ability, self-organize, self-adapt, and self-study function, and that can be used to build model. Using three layers Back-Propagation (BP) Network to forecast the amount of the apple pests has universal, object, and scientific characters comparing to the existing diagnose differentiate method.Using MATLAB Neutral Network Toolbox doesn't need complex program, and it can build the BP network model to forecast the plant diseases and insect pests effectively, correctively, and fast.
