In recent years, with the living condition improved, the ways people relax get more and more multiformity. So the provider must follow the changing to provide new program to meet people's need. Among these, because of many superiority, the digital TV have been apply all over the world. Because the current HFC network has many disadvantages, such as " funnel effecting" and" influx equalization", a new type of HFC accessing network is been put forward, which is composed of the Concentrator and the Integrated Services Terminal(IST). The improvement of network equipment and technique made the new services can be supplyed.First, the DTV Transmission standard in our country is Europe DVB-C. MPEG-2 is the signal source coding standard used in DTV. Because these two standards are the basis of AV module design, some essential analysis is introduced for them.Then, The paper analyses the function demand and performance demand of the IST AV module based on the network circumstance, the function of Concentrator , the IST system , the configuration of HI2016, and the flow of the decode .After a sharp contrast between the ordinary HFC STB and the IST AV module, we could project the configuration of the all system so that the IST AV module not only could decode TS,but also could surfing WEB and show VOD information.Finally the main body of the paper particularly discuss and modularize the software of all system. Analyses three type stream between the IST and AV module, design the IIC module and TS module to set the register of the HI2016 chip and divide the TS stream; in the DEMUX module, it finish the program demultiplexing, and manage the filter; after analyses the importance of the system clock recovery, and common means, we can use the queue theory to design a buffer to resolve that problem, and then give the experiment outcome. Restrict by time and hardware of the whole system, we just compiled the code and burned the flash to verify.
