With the development of building more and more traffic highways of every country, it courses a lot of traffic problems such as traffic jam, congestion etc. so the efficiency of toll station is taking the point which affects the transit capability of the highways. The applications of Electronic Toll Collection (ETC) systems bring a revolutionary change to traffic toll collection, which directly change the phenomenon of traffic jam. But it has many practical ETC applications and products home or aborad which goed well, so recent research is mainly on how to find new application mode which uses other new technology integrating with ETC.Under this background, the author did a project which is a fund project of national electronic and information industry. It is a new intelligent toll collection system based on mobile telecommunications which is also named a new ETC system based on mobile telecommunications. Through taking mobile telecommunications network into ETC systems, it is not only an improvement and innovation of the current ETC systems, but also an attempt to new increment operation mode of the Server Provider (SP).This paper introduces a design idea detailedly of the new ETC system, analyzing its advantage and the toll collection process, comparing with current ETC systems. Improve the current system not only in the reader but mostly also in the intergrated background management system based in large-scale database.Using the short message to complete transferring data which is based on mobile telecommunication network and Short Message Center (SMC) of SP, it chages the tradational way of current ETC systems;Dealing with various toll collection modes in the background management system, such as high-way and park and etc., all this modes have a simple character: "in-out model".Using of these means of transportation must go into the "pipe" and the out of it. "In-out model" will bring two messages for single vehicle and single operation. In the intergrated background management system, concerning the date, time, the kind of vehicle or the kind of "pipe",it will create a bill of the operation by the cost and the parameter above.Meanwhile, the mobile communications system has shortcoming which the design must concern, such as the delays or missing of SMS. To reduce the influence of the possible happens, background management system has method based in "data cache storage".So this research paper can give some good advises and coach, not only to the development of future ETC systems of our country, but also to the increment operation mode of the SP.
