From the year of 1980, the country developed projects and research in the area of ITS for reducing the pressure of traffic. During the last 20 years, it had been completed several projects such as Electronic Toll Collection. The project on build at present use cable communications system in the ITS. However, the vehicle and people are floating in the traffic system. It's be limited in the cable method.From the global scale, The emphasis of the structure of the mobile service is being changed from traditional voice service to digital service, what's more, every part in mobile communications can't be definitely substituted or changed: mobile users make demands, mobile operators establish the technical platform, equipment producers offer terminals, service providers supply application and instruction, just on the basis of every part's endeavors the service can be developed rich and colorful. So it becomes very important that how to combine them effectively and advance the development of mobile value-added service better and quicker.Under this background, the author took part in a project which is a fund project of National Electronic and Information Industry and Innovation Fund For Technology Based Firms. It is a new Intelligent Transportation System(ITS) based on mobile telecommunications. Through taking mobile telecommunications network into system, it is not only an improvement and innovation of the current ITS systems, but also an attempt to new increment operation mode of the Server Provider.This paper mainly introduce on two areas: First, the data transfer scheme. Using the short message to complete transferring data which is based on mobile telecommunication network and Short Message Center (SMC) of SP, it chages the tradational way of current ITS systems; Second, the forecast of the traffic flow rate. This paper has the future traffic forecast appeared in the network by the particular analogue capability of manual neural network to the nonlinear system and the Web technique in the Matlab.
