Business Operation Supporting System of Telecom faces to Telecom Operators. It fusions both BSS and OSS. It is an integrated platform of business operation and management. It is also an integrated management platform which really fusions the tradition IP data service and all-types of value-added business. BSS/OSS is mainly component by the network management, systems management, accounting, business, billing and customer service which connects together with the same information bus between different systems and apply in all-types business, such as Telecom Integrated Service Management System, OSS of Broadband Application Platform, Accounting and Bill System of VoIP and OSS of Wireless Internet.Accounting and bill system of CNC is consisted with core module, external system, external module and system management module (alarm, monitor, authority management). The core system is consisted with three main module: preprocess, billing and accounts.The monitoring and control system of accounting and bill system of CNC is an external system which is used to monitor the core system and divided into five modules which are collection module, management platform, billing management, account and parameter config.The main work in this thesis is an optimization and improvement of the monitoring and control system of billing and accounting system. Improve the safety, practicability, stability and flexibility with perfecting the architecture of the system, using new Mechanism of authority control, adding the function of starting the core process in the system. The monitoring and control system can be applied into the production practice better.
