Along with telecommunication market competition becoming drastic, telecommunication services are growing with a high speed, service types are more and more complicated, and the competition among telecommunication offices is more and more intense. The operation and management cost of the original dispersive billing system pattern that is based on the local net is more and more high. The feedback speed of market is more and more slow. For this, Shandong Netcom started the centralization of the account billing system in provincial level in 2005.The author of the paper is engaged in account and billing for a long time and is experienced in it. The paper came from practice, considering the present situation of account and billing system, discussed the necessity and the feasibility of the construction of centralized account and billing system.
