As one of the important business support systems in telecom enterprises, Telecom Billing & Account System takes the functions of checking and collecting the outlay customers should pay when using the service provided by the telecom enterprise on the shoulders. With the telecom market tending towards development step by step, the competition among the telecom enterprises becomes more and more intense and Telecom Billing & Account System gets more and more complex, which results in the complexity of the operation. In order to enhance the flexibility of Telecom Billing & Account System, it's Monitoring and Control System comes out, which can achieve the goal by providing intuitionistic monitoring interface and convenient control interface.Adopted the traditional waterfall model as the software developing method, The Unified Modeling Language(UML) as the analysis design describing language, the paper carry though such work as requirement getting, requirement analysis and system design. The paper also make use of Windows 2000 as the system platform, BEA WebLogic as the system container, JDBC, RMI, multithreading and swing groupware, thus the motoring and control to the space and capability of many kinds of databases (Oracle, Sybase )and many kinds of operation systems (HP Unix, IBM AIX) comes true, and the timing motoring and control to the process of many kinds of database platform. What's more, all the information mentioned above are exhibit with effective and flowing graphical UI.Based on the detailed analyses for the project background and the status quo home and abroad, this paper presents the major issue that must be solved and presents the whole system descriptions. Further more, it gives the detailed requirement analyses and system architecture. To illustrate, some topical samples are used to show how system modules are designed and implemented. At the end of the paper, it describes the detailed design for the most difficult and important module, Data Exchange Module, to show the analyses and design method.The contributions of the thesis as follows:Firstly, the exploitation plan is the whole leading of software exploitation, whether the plan establishment suitable, it has very big influence to the quantity of the exploitation . In this text, the exploitation plan of TBAS is established in the foundation of delicacy estimate ,at the same time in the process of estimate, adopted the standard component method and Delphi estimate method ,and investigate a mode that in the condition of having no history data ,how to use the method of standard component to estimate.Secondly, currently there if no yet a generally accepted standard for OOA and OOD and the and the usage of the UML in the software engineering field. In this text, from the use of OOA and OOD and UML, I deeply research OOA and OOD, and at the same time I carries on some beneficial explore toward OOA and OOD and UML usage of the object.Thirdly, in the process of software implement, The main concern turns to the supervise and control interface according to the multi-threading, information obtaining and collecting under multi-flat, the progress control, the RMI uses and five problems to upervises and control DW, and lastly put forward the solution to above problemLastly, in waterfalls exploitation model,to improve the development quantity, some quantities control means have been taken in use , this rose good function for the quality control of the software product, and can be used for reference in other items..
