In order to realize the total version management of the practical software in the accounting system, the development of collective accounting system have been finished. The collective accounting system mainly realizes the format of the original telephone list supplied by the onlinecollected system, and dealing with the normal telephone list and dealing information after being formatted .It also formulates the accounting data for the customers by the dealing information for the fixed and the telephone list accounting made by the subsystem, and the collection for data of the customers accounting, the service capacity, and the finical and quota data. At last, the collection for the account would be finished by the acquirement of the subsystem.This thesis mainly focuses on the design and realization of the subsystem of the whole TELECOM'S Billing &Account system. Here we firstly analyzes the program background of the TELECOM Billing &Account System and its current development at home and abroad, briefly describes the whole system's work flow; and then it explicates the method of demands analysis and its design, and finally briefly elaborates the main issues and the detailed technology and methods to solve them. The key matters to be solved here lie in the following aspects:First, the accounting accuracy must be solved well. Billing & Account system is a typical one with extremely high accuracy demanding. It is closely related to the customers' benefits. So the matter of accuracy becomes one of the first importance. However, many factors, such as various businesses, numerous and jumbled data, and uneven data quality and etc., make it a big headache to well solve the matter of accuracy. In order to achieve the aim of accurate accounting, this program analized, studied and testified its rules and realization, its investigation of resources, its process monitoring and its development of relative function.Second, the quality of the system and competence of managing large amount of data. After the realization of the centralized Billing & Account, the number of the users is about 36 million in a month, and the telephone bills are approximately 420 millions.
