With the development of Internet, the disadvantages of IPv4 technology have emerged; Although IPv6 technology has made some improvement in those problems such as address space and the support of QoS, it still have not changed the best effort delivery characteristic of IP network, and can not provide different level quality of service to different kinds of services. Therefore, how to provide a fesible IP QoS system which supports multiple network services in IPv6 environment is becoming an important scheme.CNGI QoS Management System aims at realizing an IPv4/IPv6 network based and muliti-services supported,controllable,manageable,carrier-class QoS management system, implement deployment,QoS control and charging on IPv4/IPv6 network resources, and provide multi classes QoS assurances to users.In CNGI QoS Management system, how to manage performance data effectively is a key factor to realize QoS ability. Performance Monitor&Alarm subsystem provides QoS guarantee to the network and normal function of whole system. It implements a unified platform to manage all kinds of performance and alarm information, ensuring QoS provision of service management module and charging module, providing reference to the network resource plan of resource management module, helping the network administrater find network fault timely.Firstly, the definination of IP QoS from ITU-U and IETF is given, and then a brief introduction of several basic IP QoS mechanisms is proposed.Secondly, the thesis introduces the background, goals, system model and architecture of the CNGI QoS management system. Then, it describes the functions of each subsystem briefly and made it clear why performance monitor&alarm subsystem is so important in the whole system. Then, the requirement, design and implementation of performance monitor&alarm subsystem is depicted in detail. Based on the layered architecture and the requirement of distributed deployment, the subsystem is designed and developed with the object-oriented technique and deloyed with CORBA event service.It introduces the multi-thread and connection pool technologies to manage the performance data more efficiently. The implementation is introduced according to requirement analysis, functional description, key process, data structure analysis, interface definition and so on.Moreover, the system integration test and the validation of function are demonstrated. Finally, both the disadvantages and the deficiencies; of the subsystem are summarized, and the possible enhancements are proposed.
