With the rapid development of network multimedia application and the requirement of providing more multiplication services, the IP network is facing the serious challenge. With the development of rising services , the Best Effort service of IP network can't satisfy much services,especially the real time services. While the IPv4 technology can't support the services in the network with efficient quality of service(QoS) guarantee ,the IPv6 technology also can't provide the efficient solution.In order to guarantee the development of rising services,the CNGI QoS project provides a suit of integrated QoS solution,which is the same with IPv4 network and the IPv6 network.Based on the reseach work in the former project,it studies deeply with the mulriple equipment mechanism and the network cooperation control management, and considers deploying and managing the services in the unified platform.Therefore,it will builds a IP network test system which can be controled,manage and operate.The resource management subsystem is an important subsystem of CNGI QoS service management system.It provides the access control for the services on the base of managing the network resource and controling the network resource.Resource planning is a important fuction of the resource management subsystem ,which is mainly for distributing the resource of the whole network,and providing the basis of services admission control for the resource management subsystem.In the first,this article introduces the technologies and the studies of the IP QoS .And then,it introduces the architecture and the system implement of the CNGI management system and the resource management subsystem. Algorithm and mechanism implementing the resource planning function are proposed based on research of current resource management technologies.By forecasting the service traffic,this Algorithm provide the available resource matrix and the multicast link resource table for the user services.The designs of the resource planning module are described in the following. Finally, objective evaluation, insufficient and improvement of the subsystem are pointed out.
