With the rapid speed of IP network development, more and more businesses will be operated on IP network for its opening characteristic and cheap price. But how to utilize the resource effectively on the IP network and provide the manageable, measureable, controllable QoS for these businesses become a very important subject. The "Research and Implement of QoS Management Technology in CNGI Networks" project is making effort to do the research of providing a reliable IP-QoS infrastructure and programe which could support IPv4, IPv6 mixed network. It will make great sense of IP network development.The "Configuration and Management Functions" designed in the paper is an important part of the subject. It integrates the CORBA distributed middleware technology, Object-Oriented technology, process management technology to construct a virtual machine which could supports the development, operation, network and business configuration of "CNGI QoS Management System". It constructs the distribution communication platform with CORBA middleware and encapsulates the CORBA services to support the distributed communications between sub-systems in "CNGI QoS Manangement System". With the management of processes and CORBA object, it supports more stable operation of this system, and also it provide network and QoS business configuration functions to support the system initialization and QoS business deployment.Additionally, this paper researches on the QoS supporting functions in VPNs and analyzes the shortage of the present VPN service, brings forward the conception of "IP-VPN SP", and designs a IPv4/v6 adaptive, QoS enabled VPN management platform, and I has finished the primary realization work. This paper first analyzes the structure and functions of "CNGI QoS Management System" and "Configuration and Management Functions", and then presents the correlative technologies of this paper. Based on the requirement analyzation, I designs the "Configuration and Management Functions" and "QoS VPN Management System" in detail. Following is the system verification scheme, detailed testing process and the analyzation of the testing result. As the conclusion, some possible improvements for the subsystem and the summary of my work during the period of my graduated student life.
