With the wide extension of Internet and the increasement of Applications based on Internet, the Internet technology is gradually becoming the foundation of the Next Generation Internet (NGI).Which has become true that providing various data services on Internet based on IP. The rising applications of voice and multimedia all have demands on transmission qualities, but the traditional Internet which provides only best-effort service could not satisfy this request.IPv6 protocol is superior to IPv4 on address management, security and mobility management. These advantages insure IPv6's core position in Next Generation Internet (NGI). How to carry the QoS mechanisms into execution in the core network and provide demanded QoS requests for different applications is the key issue effecting the development of NGI. How to solve the QoS problem in IPv6 environment is the right key research content of the CNGI-QoS project.Network Element control and management sub-system is the key part of CNGI-QoS management system. On one hand, it should provide the functions of configuration and data collection, especially the functions of QoS configuration. On the other hand, it is an important goal to cover the differences of the devices and provide a united interface to the upper sub-systems and keep the better scalability.After giving a short review of the proposed basic IP QoS approaches such as IntServ, DiffServ, MPLS as long as IPv6 protocol and technologies about configuration and data collection, the paper introduces the background, goals, system model and architecture of the CNGI-QoS management system. Then, the paper introduces the Network Element control and management sub-system's function concisely. The third chapter and the fourth chapter analyze the design, implementation and test of the element control and management sub-system which is part of Middleware of Network Element Management based on Agent. In order to achieve the goals mentioned above, the device driver sub-system is designed to contain the logic of the configuration and data collection in some mapping-files which are out of the system's codes.Finally, the paper introduces the design scheme of the test-bed, the integration test, validation and achievement of the system and analyzes the shortages and improvements of the system.
