Under the macro background of our country's sustainable economic development and more apparent features of social transformation, the conventional comprehensive government is gradually converted into limited government, paying more and more attention to public services and public affairs. Instead of the traditional imperative upper-to-lower methods in drafting public policies, mass media, government, public, the interests groups and non-government organizations are taking part in such a process together and seek a dialogue and consultation with each other. In the course of the public policies' drafting and implementation, the mass media, taking their own advantages, are proved to play greater and greater roles. The clue of this thesis is "Process way" in the public policy research. According to the situation of decision-making in our country, I regard the policy system as a series of steps including the analysis question, policy-making and policy controlling. This links form a policy cycle. I attempt to expound the role of mass media in public policy course through using the relevant theories of mass communication. In the stage of public policies' presentation, the surveillance and "gate-keeping" from the mass media will make the policy more prominent, while the agenda-setting function of the mass media will prompt the government to put an eye on such a social problem. Furthermore, the mass media could bring public opinion support to implement the policy, and supervise the decision-making power to make it use correctly, which will ensure the decision-making more scientific and democratic. The last part of this paper points out that the mass media, especially the local media, actually play rather limited roles in public policies, such as the phenomenon of objectivity-missing under the impact of market, and from this make a conclusion that the basic way to regularize the media is to make out relative laws and regulations.
