Wetland is the most productive eco-system in the world, they are the origin of bio-diversity providing water and basic production, and innumerable types of plants and animals depend on wetland to survive. The physical,biological and chemical constituents interact with each other that enable wetland play important role in providing water,decreasing flood,adjusting climate and protecting bio-diversity.Furthermore, wetland also provides economic uses, such as water supply; fishing; agricultural service through keeping nutrition of water and flood plane; energy resource like plants and wild animals, etc. Only if the wetlands keep acting on eco-system, can these function and value be sustained. But the present situation is depressing while the area of wetland reduces, water quality worsens, bio-diversity decreases and inappropriate management causes the loss of wetland function. Except for building protection law for wetland, there is an eager need for scientific method to protect wetlands. Geographic Information System (GIS) is the combination of computer science and information system, which is a comprehensive software system with geographic information as the primary managing content. China is still at early probing stage in the filed of GIS application on wetland research. The GIS technology leads wetland information management into the times of info and digital and it has become a powerful tool of integrated management and filter of wetland resource info.This paper introduces three ways of secondary development and the components in common use with the properties,methods and the ArcEngine component-based development method in detail. As to solve the prevalent problems in wetland management, the whole structure is designed with consideration of the user's needs. With Poyang Lake as the research target, and to make the management of spatial data and attributes more effective, the Poyang Lake wetland information system is developed with object-oriented development tool—Visual Basic based on ArcEngine.The system consists of auxiliary management,data management,basic operation,map printing,spatial analysis,query and visual analysis modules, while the data management includes data load,data update and history data management; the auxiliary management module contains system management,user management,log management and data source setting; and the query and visual analysis modules actualize the birds information analysis function in the way of thematic map and the visual statistics map. Through interacting analysis between graphics and attributes, the system provides quick and exact info for departments of eco-protection and exploitation in the Poyang Lake area.
