Erhai Lake, as the second largest plateau lakes in Yunnan, has made great contributions for the economic, political and cultural development of Dali. However, there exist many serious challenges such as poor management, worse pollution, water shortage of Erhai Lake. Therefore, it is necessary to design and implement a wetland protection management system to assess and forecast of erhai environment by adminstratiors. As wetland protection management system can make the decision problem simplistic, objective, scientific and standard, it is applied to the assessment of the wetland effects of Erhai Lake Watershed, which can controll interaction effectively and ensure the economic, cultural, social sustainable development of Erhai Lake Watershed.The Erhai watershed spatial decision support system is designed in.NET software, using C# language and SQLSERVER. According to the geography, environment, ecology, population and water resources of Erhai River Basin, a wetland applicationsystem for Erhai river basin is designed based on the wetland protection management system. The system is divided into the wetland ecosystem health assessment module, the wetland plant introduction module and the water environment decision module. In the design process of wetland plant introduction module, we established a NDVI mixed pixel two vegetation coverage calculation based on the trees coverage rate, soil organic carbon reserves calculation mathematical model, through the establishment of the model, can well reflect the degree and the trees coverage rate of vegetation coverage of Erhai basin, and the basic situation Erhai river basin soil carbon storage. Using the method of system engineering, using the idea of object oriented, the health assessment of wetland ecosystem in Erhai and the introduction function of wetland plants are realized..We focus on the design of the health-evaluation about Erhai Lake wetland and the plant-introduction of Cangshan. For the health evaluation of the wetland, we evaluate the health status of the wetlands, analyze the content of wetlands about N, P. The design of the system for the water environment of Erhai Lake provides information on the health status of the Erhai ecological wetlands for administration, judgment and introducion of Cangshan plants. The systems are integrated into two aspects from Cangshan soil factors and climate factors the Cangshan plants can be judged, which will make certain contributions to the sustainable economic, cultural and political development of Dali.
