The auditing business in our country has already walk up the orbit of the fast development, and obtained a glorious achievement. Along with the foreign auditing organization entering Chinese auditing market gradually, the auditing organization in our country faces the new situation and challenge, so it only chooses the reasonable development direction , promots oneself real strength, then can share a market. the investigation of customer satisfaction carried out by the nation recognized auditing organization in 2006 shows that an average result of the satisfaction evaluated by the certificate business enterprise. From this, the work usefulness of auditing organization in our country isn't high, so the attestation organization wants to improve the ability of organization, setting up attestation brand, raising work quality, should improve the staff's character and ability directly and basically。This text mainly puts forward three feasible methods, form the auditing organization, auditors and information evaluation system, and elaborates the core thought and main step of every method in detail.1. Build up the ability evaluation system of auditing organizationThe file of the CNAS-GC11:2006put forwards a request to the ability analysis and evaluation system establishment of the auditing organization, but this is a concept frame, having no concrete operation step and method. In this paper , by investigating general thoughts establishing an ability analysis the evaluation system in a few auditing organization and some way in the implement., and reading a lot of related standards, laws, According to CNAS-GC11,GC31,GC41:2006 total request, it puts forward a scientific,reasonable, valid model of ability evaluation system of the auditing organization .This model can suit various system auditing. It deeply analyses to the ability evaluation system of the auditing organization in the course viewpoint (PDCA) and the system viewpoint.。Concrete method is as chart 1 2. The scope management of auditing businessThis is a part of ability evaluation system of the auditing organization, is also the source head of the system, because this work determines the work direction and the foundation contents of the auditing organization. Along with auditing work ISO9000,ISO14000 and OHSMS 18000 deeply going ,more and more organizations puts forward the request of a integral whole audit combined ISO9000quality management system,ISO environment management system and OHSAS18000employment health and safety management system.The development demand to unify the auditing business scope of the quality, environment and employment health and safety management system to the NACE CODE39 big classifications, and give the cross tabulation of the EMS and the OHSMS business scope is to make reference to. Guided by the correlative standards and based on practical research, the paper carries out the reasonable grade and group to the foundation work - auditing business scope of the system to the ability, carry on the more reasonable ratings and the cent set. 3. Build up Data Processing Model of the staff abilityAccording to the morality,intelligence,ability,achievement and so on of the staffer working in the organization .,work ability evaluation is a measure and assess which is the combination of qualitative analysis and quantitative analysis, also is the combination of the static and the dynamic ,making the use of the various methods and technique。It is the unification of the fuzzy and precision。At the foundation of the index system evaluation method in existence, with complicated evaluation index system of the staff ability in auditing organization for a main object, this text discussed and ascertain the evaluation index and structure。This text carries on a research to the code design of the index system, and describes the evaluation method and realization way on the computer evaluation of every evaluation index. In addition ,it precisely confirms the weight of every evaluation index using the GAHP method,and shows the evaluation data processing model, that is mainly the processing model of lack items at the computer coding . Finally it ascertains the index mark at the subjective endowed method, and gives evaluation restriction condition. Then use with the value method to make sure the index sign grade point a value. Analyze and design the the staff's ability evaluation softwareDiscusses the evaluation software of the people ability, including the software module,function requirement and so on . Combining the confirmed model of people ability, with the platform of VB6.0 and SQL Server database, adopting the technology of modular programming design, the paper mainly introduce the thoughts of design and key points of realization. The software function includes automatic evaluating and distributing decision, managing databases, query and statistic, based on the basic information construction of the people and the organization required the auditing. The software can reduce the waste of people,money,energy in the whole evaluation course .At last it tests the system, evaluating 25 auditor. Compared the result to the other result of the expert marking method, It proved the feasibility of the software and analyses the system optimizing measures.
