With the fast development of the information technology, information system becomes lager and more complicated, and the demand of the information system is developing with fast speed. So more and more company focus on the efficiency and the quality of system process. And a successful system depends on process controlling due to the uncountable factors which influence the efficiency and the quality of system process, so process controlling has become more and more important. Now, more and more specialists go into the research of process management and improving. The coming forth of CMM (Capability Maturity Model) brought a method to improve the process controlling. And now CMM has a big influence in the IT industry. But CMM only offers an improving frame, without the practical method. There are a lot of courses and counseling, which is always based on the qualitative analysis instead of quantitative analysis. Quantificational process management is referred by KPA, CMM Level4, but we can not learn how to analyze the key factors from it. So a simple and practical analysis method and analyzing model is very important for the quantitative analysis of the system process. It is the right intention to write the following disquisition.The thesis studies the method of software process management firstly, and put forward an improving framework combined with CMM, and uses SCM to standardize the system process. Then analyzes the factors which probably influence system process. After that, design and validate a series of criterion system and search how to quantitative analyze the criterion system and build up quantitative models. After applying the process management in the system process with a practical Tech-Management System, analyzing the key factor with process data, finally brings out a measurement model, which interprets the influencing factor to the programming efficiency and fulfills the detecting and controlling of system process.
