The Study Of Crisis Report And Public-right-to-know

With the development of a system for the publicity of thegovernmental information, with the progress of the news management system and the frequent explosion of various public crisis, the crisis report has attracted more and more public attentions .In order to know and learn more about the way how to report public crisis and how to protect the public' s right-to-know in the critical incidents, this paper will take up the following aspects one by one:Firstly, this paper looks back the emergence and development of the ideas of the public's right-to-know, based on the relevant concepts. At the same time, the relationship between the crisis report and the public' s right-to-know is clearly expounded. The responsibility of the medium in the critical incidents is also clarified.Secondly, taking the SARS crisis as example, this paper reviews and evaluates the behavior and the reaction of the Chinese medium in the SARS crisis. At present, the inefficiency and the reason of Chinese medium on protecting the public's right-to-know is also analyzed.And at last, at the time of summing up the inefficiency and analyzing the reason, this paper also gives some suggestions on how to protect the public' s right-to-know, how to guide the public opinions and how to establish the mechanism. We hope the future crisis report can guarantee the public' right-to-know, not only in form but also in quantity, content and quality.
