The WebGIS is the outcome that the GIS and distribute type calculation technique combine together, providing the share interview of the geography space data on the Web. The platform independence that the WebGIS have can lower the development cost largely, and the system of the development uses easily, having the extensive applied level and scope. The WebGIS three layer system structures enhanced the safety of the business processing. The development of the geography space data saving way to lay a foundation for used WebGIS. The essential of WebGIS development terrace Arc IMS,MapXtreme,the GeoMedia WebMap is each to have special features.Currently, hydrology system of Hebei Province already backlog more than 1200 trillions hydrology data, and social public people needs the hydrology information realization share urgently. The GIS technique through develop to the WebGIS stage, the WebGIS can be good to carry out the data share, making the data manage & support can attain to unify.Thesis according to the thought of the software engineering, Established the three layer structure mode of information service system by carried on possibility & customer need analysis according to the WebGIS of hydrology information service system. Put forward the function of system realized and pointed out important problem resolved, carried on detailed analysis to the structure mode & function & principle & technique & circulate environment and develop platform etc. Put forward a solution to the key technique that the establishment information service system involved. Finally, Carried on summary to the thesis and Pointed out contents of continue to study for WebGIS of hydrology information service system in the future.
