Geography information System is a computer system for the collection, storage,management, processing, index, analysis and representation of geography spatial data.WebGIS now has gained a rapid progress. It is the hot spot of GIS research and development direction. It will promote the digital level of all industry especial city planning, construction, management and service, the development of GIS. It also has a significant research and application benefits by the providing of GIS to user with network resource.In some existing GIS systems, they have different technology standard and database. With the development of digital city and information management, there exists the requirement of integrate GIS on different platforms and sharing data. It now has a strong requirement of interoperation between different GIS systems, especially to the development of WEBGIS based on Internet.This paper works on how to apply new coming Internet technology to GIS domain and provide a good solution for geospatial data interoperability.Accordingly flood prevention information query system would be developed.Firstly,this paper introduces the conception and development of WebGIS.At the same time,it points out that heterogeneous spatial data interoperability and accessing between different platforms are existent problem of WebGIS.Then it indicates that XML provides tools of data modeling and communication to geospatial data interoperability and Web Service provides solution to accessing between heterogeneous GIS platforms.The study builds flood prevention information Sharing through three aspects:(1)Use GML to encode geospatial data and implement the GML data store in XML-enabled Database.(2)Build a simple geospatial information service system and function.(3)Use SVG as a visualized tool for web mapping on client.
