With the development of IT and communication technologies, the development and application of GIS also has considerable development, WebGIS as Internet GIS technology in product development, WebGIS to more users with the opportunity to use the GIS. It is through the Internet to publish geospatial data and applications to spatial data sharing and interoperability. WebGIS its own disciplinary nature of information technology has become an important means for achieving the GIS information sharing to provide technical support.In this paper, Baofeng County Bureau of Meteorology, for example, the design and development of Baofeng County Public Weather Services platform, based on WEBGIS technology. The platform can satisfy the user to view live weather information, weather forecasts, weather information and query statistics, natural disaster monitoring and early warning, providing timely and accurate information to the government and meteorology, agriculture and other departments.In this paper, used in a variety of meteorological services business integration, from the theoretical and technical aspects of meteorological services to achieve the system design and construction for a more in-depth discussion. Build a distributed network environment, the model structure of Web GIS component for the development platform provided technical support. Based on fully considering the safety design of the database and high performance, meteorological database is designed. Use ArcSDE and Microsoft SQL 2005 to establish a system of spatial database. WEBGIS and database technology will use meteorological elements query to display weather information, weather forecasts and other disasters in the same integrated system, query and statistics, real-time monitoring of meteorological and climate events in real time and historical data elements, and disaster data analysis and publication. Finally, the system platform for the test, the test showed that the overall system architecture design, module design and database design more reasonable, practical.
