With the increasingly widespread application of GIS and the Internet’s rapid growth and popularity. The Internet has become a new GIS platform. As a useful complement and extension of traditional GIS, WebGIS GIS is an inevitable trend of development in Internet era, so that it can provide a more comprehensive spatial information services for more users.In order to continuously improve the problems WebGIS currently exists like data visualization, system performance, sharing capabilities and the development of efficient, cost, etc, as well as satisfying the new needs of the user in the Internet era. These put forward new requirements for WebGIS development and construction techniques. So this paper regard HTML5 and Web Service technology as the entry point for further research on WebGIS client and server. By combining the related technologies, I developed and implemented a "WebGIS system based on cloud+client" mode. In this study, the main work done is as follows:1) Having studied the application of HTML5’s new features and functions in the WebGIS client. By regarding the web service as the main line, having comprehensive studied the new theory and technology, including web service core and its implementation, OGC geographic services architecture and cloud GIS service mode.2) By combining the system development needs and the related theory and technology, having determined the "cloud+client" model of WebGIS system architecture. On this basis, having completed the construction of the prototype system with the use of full stack JavaScript development, focusing on the implementation of server-side Node.js service platform logic and multi-source data fusion, as well as the client spatial data visualization and local functions based on HTML5.3) Based on the above prototype system, having integrated and transplanted data and function to build a digital watershed system, elaborated on the process of the construction and its function modules, and verified the proposed prototype system model through this instance.In terms of the system construction, this paper has studied the combination of HTML5 and Web Service technology deeply to support the browser achieve anytime, anywhere access, analysis, query and other services cross-platform, cross-terminal. Under the open and open source standards, it can speed up the progress of the system development, as well as facilitate rapid migration and expansion of the system. By means of the advantages of cloud computing, it can reduce costs but also enhance the computing and storage capacity.
