With the rapid development of the internet technology, the distributed computi ng technology and the object-oriented component technology, Internet has penetrate d into almost all aspects of our lives. So publishing the geographical information t hrough the Internet has also became a hotspot of the tech-application nowadays, a nd geographic information system(GIS) has transformed from the desktop system into an opening system---the WebGIS, which facing the whole internet. Then how to take the full advantage and manage these geographical information data has bec ame a desiderated problem that needs to be solved by geographic information scie nce researchers.Based on the background mentioned above and the developed agricultural land grade project before, the former of this thesis combined the developmental status of the WebGIS and the actual situation of the villages' agricultural land in Hubei province, and published the land grade results of Hubei province through the ESR I's ArcIMS platform. Before land grade information publication system (LGIPS) of Hubei province implemented. The thesis thoroughly discussed the basic characteris tics and the implement techniques of the the WebGIS, and it also specificly introd uced the ArcIMS platform and the design and implement of the website, so that t he readers could have a whole understanding and grasp of the system's constructin g circumstance.According to the data format traits and the actual requirements which the lan d grade information system needs, the latter of this thesis firstly provided the mos t optimal combination mode of the spatial data and the attribute data, reasonably d esigned the database, and especially paid great attention to the security design of t he web database and the related implementing arithmetic of the system. Secondly, the author brought forward the B/S system framework model, divided the whole s ystem into presentation layer, business logic layer and data layer reasonably, and 1 astly used the ArcIMS as the information publication platform, applied JavaScript and ASP.NET techniques, etc. to achieve the dynamic publication of the GIS infor mation data, so that made it as land grade information publication system website which has perfect function, tranquilized system and smart expansibility.
