With modern communication technology development and progress, flood water regimecombined with the corresponding computer technology has become a widely used form.Especially, GIS(Geographic Information Systems) which is used to capture, store, query,synthesis, processing, analysis, display and application of geospatial data and relatedinformation,, plays a vital role in water conservation information that is in the watermodernization. So in order to ensure that the waters of the Yangtze River Water ConservancyProject and the Yangtze River flood safety, the use of computer technology to developinformation management systems for reservoirs and flood basin hydrological information forscientific management is important.The system uses WebGIS that is a combination of Web and GIS technique using layeredsystem architecture based on web service, select NET Framework-based platform forinteractive media experiences, and cross-browser, cross-platform Silverlight web pagerendering techniques to achieve the Yangtze River Flood Control water situation inconsultation, providing real-time weather information and historical flood control, water andrainfall information, hydrological meteorological forecasts (short and medium term)information, information inquiry flood control projects, flood control regimen providessoftware environment for consultation and duty management, while reserve water situationforecast system Interface. It contains of an overview of watershed, flood basic information,rainfall Information and hydrological information retrieval, flood Control RegimeConsultation and duty Management.In general, the focus of the system is to build a model of the Yangtze RiverHydrological consultation to achieve the the Yangtze River Flood Control water situation inconsultation..Using B/S three-layer system architecture, it that based on a comprehensivedatabase of rainfall and adopt geographic information system as a platform, through theWEB services and resolve flood water and rainfall information query, analysis, display and user interaction by the use of browsers to meet the needs of the water regime inconsultation.After system implementation, the various functional modules were validatedand tested to achieve the desired design goals.
