Now the problem of managing and using the water resource is placed upon the world, the management of the agricultural irrigation area is the important part of it. All the datum of irrigation area are registered by manual work, so the datum are not precise, and the management method is out of date,so the water resource is wasted. In order to manage and use the water resource scientificly, the data of the water resource must be obtained as soon as possible and accurately, this aim is not realized by manual work, just depended on the automation telemetering system.With the development of science and technology, many countries began to develop the automation telemetering system to collect and manage the resource. China began to study the automation telemetering system in 1970's, and obtained some achievements, and these achievements also were used to some irrigation area.
