With the fast development of information society, mobile phone has become an important part of daily life. Consumers with mobile phone originally just pursue the basic voice communication, but now they have higher requirements than before, that is, to pursue the network quality and operator's service. However, being an operator, to meet the demand of consumers continuously, the first thing they must do is to understand how the network works.For now, operators investigate the operation condition of network mainly through four methods: call-data statements, complaints from customers, network check testing and traditional road testing, however, these methods can not help to know the operation conditions of the network completely. The concept of wireless network monitoring system emerges in this situation, which can provide an all-round solution to the operators that want to know about the network condition.The paper firstly introduced about the solutions of real-time wireless network monitoring system, content of the article and significance of research. The real-time wireless network monitoring system mainly includes two parts: the vehicular terminal (lower computer) and the server (upper computer). Because of the mass workload, this paper only concerns the upper computer software designing and implementing which was developed under Visual C++ 6.0. The second chapter introduced about the design idea, software structures and Visual C++, and emphasized on the upper computer software designing and implementing, which contains receiving & treating of monitored data, controlling & adjusting of vehicle terminal, and the implement of human computer interface. This part also introduced some core codes in the developing process.Then the third chapter talked about the designing and implementing of wholly system data transfer and communication protocol, while the date transfer was realized by socket communication. The communication protocol was designed with the lower computer development, and its message types include data packet, palpitation packet, working modes packet and time-checking packet. Then the paper showed the format and content of these four types of message with tables. The fourth chapter introduced the designing and implementing of system data base under SQL Server 2000, meanwhile, it also talked about the data base developing solutions in the environment of Visual C++.
