In order to improve the coordination of long-distance surveillance systems and the remote control operating systems, enhance the remote control operation the efficiency, one kind of helmeted video surveillance system that can track the operator's head movement is developed in the paper. This system used head movement to control camera tilt in replace of tilt's manual operation, and so enhanced the efficiency of the remote control operation.In the development of helmeted video surveillance system that had tracking function, measuring scheme of helmet's position and orientation were designed, and the program of tracker's data-acquisition technology was developed through the dynamic link library. Then the Win API function was used to develop host computer's serial communication program, and the acquired data was transmitted to camera tilt controller. In the development of data communication program, integrated underlying communication protocol was established and guaranteed the reliability of communication.Basing on the 8051, the tilt controller was developed including the electric circuit for serial communication and stepper motor driving circuit, and also the program of motor controlling was developed. Through adopting appropriate pulse frequency, stepper motor started up normally. In the movement motor had not lost step and flushed, located accurately.Then the tracking effect of camera tilt was validated, and the result indicated that camera tilt can track operator's 360°head movement accurately, and responded quickly. So the communication module and tilt controller that was designed in this paper proved true.Taking remote control grabbed for examples, in this paper the video master-slave surveillance system of remote control construction vehicles was implemented and some tests were done. The result indicated that the video surveillance system answered for the requirements of the remote control construction vehicles.
