After China's telecommunication has come into stably developing period, it is obvious that ARPU (Average Revenue Per Unit) trends to gradually decrease. Every operator tries to develop value-added service to increase ARPU. The Next Generation Network has come into reality with the network's upgrade, whose core technology is softswitch and Open Service Access Architecture which supports the third party service development. It is recognized that the trend of evolution from traditional closed telecommunication networks to open Next Generation Network (NGN) is inevitable. The Next Generation Network has come into reality with the network's upgrade, whose core technology is softswitch and Open Service Access Architecture which supports the third party service development.The destination in the dissertation is to realize a call interface which is open to the third part. Using the interface, the third part will provide value-added service to telecom network.For the destination, the dissertation firstly introduces NGN (Next Generation Network) including its characteristic and configuration and points out that service is the key of NGN, so Open Service Access Architecture must be adopted in NGN.Secondly the dissertation researchs Paylay X and JAIN SLEE, analyses characteristic of Parlay X and the relationship between Parlay X and Parlay, analyses function and configuration of SLEE and compares SLEE and SCP.Then the dissertation realizes the Paylay X call interface based on JAIN SLEE. The interface can provide both Paylay X interface and communication protocol interface, so we can open the Telecom network ability to application developer. The dissertation analyses the container sub-system, which is the core of SLEE, and analysis the service development using the call interface.At last the dissertation summarizes the lack , and points out the direction of the future development.
