| The chief goal of workflow management system is to coordinate the activities in business process by transferring and distributing the information and human resources concerned so as to realize the business goals with high efficiency. Nowadays, computers and networks are used more and more widely and workflow management system is attracting more and more attention from both research organizations and industry groups. First of all, the conception, characteristic, function and development mode of OA are summarized and the application of workflow technology in OA system is pointed out and at the same time, the content and meaning of this problem is expatiated. In the next place, the research actualities and design methods of workflow management system are summarized and many things are introduced in great detail such as some concepts and sorts concerning workflow, the reference mode of workflow management alliance about workflow management system, workflow modeling languages(XPDL, WSFL, XLANG, BPEL4WS) and some current research hotspots and development trends etc.A new idea of designing and developing OA system combining workflow development methods with WEB technology is presented in this paper, which is chiefly aimed at the new demands and problems of OA development in WEB environment and is explained with concrete development examples.Based on full scope of demand analysis and comprehensive analysis of the comparison between client/server(C/S) mode and browser/server(B/S) mode, this task finally adopts B/S mode for its system structure, ASP,Java for its development tools, Javascript for programming languages and a framework+groupware approach for development.
