21th Centry, with fast development and application of embedded system, communication and network technology,the industry controlling and measuring technology is not only limited on distributed field bus any more. Persuing standardization and opening will be goal of the future generation distributed control and measuring system,meanwhile ,and both of that limitation of on site bus technology and multi-standards coexist impel people to put more attention on opening research and application based on network of TCP/IP controlling and measuring.Integration both of internet and industry measuring & controlling technology will be a kind of trend that of the network technical development, and attract close attention extensively, it has become a truth that the application of The distributed measurement and control system (DMCS) built upon industry measuring and controlling terminal device interconnect with Internet.This paper in has referenced both of IEEE 1451 intelligence sensor series standard and the non- electric power customer meter M-Bus series standard foundation in, fully unified our country cities water supply profession policy and the management demand, designed one kind of wireless IP intelligence sensor conforming to the profession application demand ,and conceived water supply monitor system based on the Internet/Intranet ,provided several kinds of cities territories wireless distributional management information solution for spedding up the development for our country cities water supply industry ' a household table ' the project, and play positive function in impelling our country cities water supply industry information advancement.This paper research results has already applicated in the practice, it shows:(1) it's unable to substituted by any others kind of bus technology that M-Bus technology characterized by long-distance power supply and the data transmission technology within the non- electric power customer meter measuring technology.It's supplement and the nimble application to IEEE14151 the standard TII connection one kind of new technical that connectting the STIM module in the IP sensor with NCAP water supply measures in uses the M-Bus main line technology.(2) It Has used nonvolatile and high reliable machinery memory and the photoelectricity sensor technology, designed a new instantaneous power working pattern,...
