The purpose of Network Management is to maintain the network running properly and to enhance the performance, quality of service and security of the network. With the rapidly development of Mobile communications technology, the market competition is gradually turn run. The network service quantity and maintain management level must make great progress. Nowadays mobile networks are progressing rapidly with more and more complicated network structure. NM system for mobile network can monitor and control the whole network, provide network analysis and prediction and help designers to optimize network structure and improve quality of the service. As performance management is one of the five network manage functions, it is very important in network management.The object of this project is to design a network performance management system after researching network management technology; the system is a practicable application in the field of network management. We empolder this project base on HP OVPI. The preprocessors module is responsible for collecting the data files from data sever and converting them to the flat text files defined by OVPI. The CPT module provides property tables and views, and forms which are used to create or update network elements. The datapipe module has the function of loading the original PM data in to the database in OVPI framework. And, the report packs module has responsibilities for summarizing and reporting using the methods OVPI provided.At first, this paper systematically introduces the structure of network management system and TMN, and then we research the OVPI.
