In this article, I summarized the origin and the development of theory of the human resource management and the status of the human resource management in China, and discuss the relationship between training management and human resource management, second, I expatiate the phase of the training management, analyzed the problem of development and training of human resource management in state enterprise now. Base on this, associate with the project of the MIS of the Angang human resource, research the employee training, and design the training management which is subsystem of MIS of Angang human resource. This subsystem including training project management, training activity management, training class management, training result management, training foundation management, statistic report forms and query analyze, it include 6 function. it implements the process of the brief of training to training requirement report, training project collect sending, filling and reporting of training activity, examining and approving of training activity, training sign up, setting up the class of training, distribute students, browsing student information, allocating teacher, setting up teaching material, test questions, classroom and training room, manage training resource information, maintenance student examination information and training evaluate information and so on, make the informationization of training management of Angang.
