With the improvement rapidly of network bandwidth, computer processing capacity, storage capacity, as well as various practical video information processing technology appearing, video monitor steps into a completely digitalized network age, that is, usually speaking, third-generation video monitor system. Digitalized monitor based on these features of direct-viewing, content-abundant, convenience, which people will pay gradually more attention to, video monitor technology is used widely by many areas. In recent years, mine disasters happen continually and cause large amount of economic losses, moreover, it menaces badly people's life property. Therefore, it needs urgently video monitor system to guarantee safety in mine coal production.We do research firstly on some kinds of international video encoding standards, software and hardware development environment of system in paper, we select MPEG-4 video encoding standard as project algorithm by comparing various standards, in addition, we analyze encoder and decoder structure and hierarchy data structure of MPEG-4. After studying core techniques deeply, we add three advanced options: unrestricted motion estimation/compensation option, advanced prediction option, advanced intra encoding option into original basic encoding frame in order to meet the needs of low rate network transmission. According to monitor system's demand, we select TMS320C6000 IDK as my project developing platform, and give some discussion in detail on units and function introduction of collect module, encoding module, display module, software development and debug environment CCS. operation system DSP/BIOS.
