With the development of video compression technology, video compression standards are often brought forward in the past few years. MPEG-4 is an ISO/IEC standard development by MPEG (Moving Picture Experts Group), the committee that also developed the standards known as MPEG-1 and MPEG-2. MPEG-4, whose formal ISO/IEC designed ISO/IEC 14496, was made high Video/Audio Compression Efficiency and Content-based interactivity. It is the result of another international effort involving hundreds of researched and engineers front all over the world. Now, the research and application of MPEG-4 is in the ascendant and many company is developing MPEG-4. Also the MPEG-4 is developing, so that we can get the ratio of compression more low, and the effect of compression more better.With the advancing of the video standard, I study the MPEG-4, which is based on object, in this topic. And I analyse the structure of coding and decoding and data structure of video levels. Also the key-technology of coding and decoding is studied emphatically. With the request, the program is made. Then the system of coding and decoding, In which data exchanging with the DSP and FPGA is base on the interrupt, is designed, which is based on the characteristic of the TMS320C6414 DSP. With the real-time request, the program is optimized by C program optimization, compilation optimization. At last, the system is realized and tested.
