With the improvement of informatization in our country and the swift and violent development of E-Government, how to make the government business process work scientifically, conveniently and effectively is a prominent issue. Workflow management technique becomes the most important way to solve the management of workflow.Workflow management system (WFMS) is a software system to control and manage business process based on Workflow management technology. With the rapid development of E-Government and E-Commerce based on the Internet, the traditional WFMS can't adapt to the requirements of the modern business process management. The major problem is not only lack of flexibility and interoperability of the system, but also not supporting workflow with dynamic and cross-organization characteristic.A workflow technique and a workflow reference model are discussed in the thesis. The important constituent and its function characteristic are analyzed. A design pattern applicable to common software framework for WFMS is proposed. Using this design pattern and following the J2EE standard, the thesis proposes implementation of the WFMS based on EJB and JSP, which enables this system to have a good structure, highly configurability and reusability.A document management system for E-Government is built based on the API of the J2EE workflow management system. This system has already succeeded in applying in the office automation project in the government of Huizhou city, which indicates that this strategy is effective, and the workflow management platform based on the framework and design pattern we proposed has the ability to process larger-scale workflow.
