| With the rapid development of information industry in China, the emergence of e-government system greatly improves the efficiency of the government office, promotes the transformation of government functions and realizes the intelligence and standardization of the internal office. It provides a information exchange platform for the government sector with external world and optimizes the office process of cooperation between each interior department and other different departments, which greatly improves the efficient management and utilization of information resources and effectively supports the decision and regulation ability of transmission between higher authorities and subordinate units, it will realize resources sharing in modern office truely.At the same time, with the continuous development of technology, more and more functions and performance requirements of the e-government system are needed, the e-government system which has been built before couldn’t adapt to the demand of modern society’s development, for example, the departments are fragmented, and it is difficult for cross-sectoral, horizontal information sharing and business collaboration to make progress, so the "information isolated island" phenomenon is widespread. The e-government system of different departments is lack of unified management and planning, the data format is not unified too, so the information can’t be circulated directly and mutually, these problems affect the efficiency of the government seriously and hinder the further promotion of e-government platform.According to the actual demand and the development of current situation in municipal bureau of health and family planning’s office in the city of enshi who planed to strengthen the management of health and family planning, this paper will design for it and implement the internal e-government platform. First, the paper introduced the background and significance of the research of the subject, and made a summary about the present situation of the development of the electronic government affairs at home and abroad. Based on the sufficient analysis of system requirements and the principle of the design for the system development, we selected the popular development technologies at present, for example, Spring, Spring MVC, Hibernate, the workflow and so on, and introduced these key technologies one by one in detail. Through the concrete analysis of the construction target, the scope of implementation and the demands of actual working process in the deparment, using Spring, Spring MVC framework and Hibernate technology, the workflow management system (JBPM) is also built on the platform, we designed the e-government system of municipal health and family planning bureau on the whole. For example, the overall design for the system’s technical architecture, the overall frame design, the technical route design, the work flow design, the database design and the system’s safety design and so on. At last, the paper introduced the main function modules of system implementation. Compared with traditional development methods, it not only improves the development efficiency and quality of the system, but also simplifies the complexity of the enterprise development.The e-government system can solve the internal document drafting, reviewing, transmission, processing and other daily office in the municipal bureau of health and family planning of Enshi very well, it speeds up the flow of information between different departments within the unit. At the same time all of the office workers who involved in the document flow can see the document’s conduction state intuitionally at any time, and prompt the standing time, the system will urge people to hand the stranded documents automatically. Through this office platform, leaders can master the working content and working progress of all departments anywhere at any time and strengthen the supervision and guidance for the overall work. |
