Surveillance by public opinion is of total Chinese characteristic. There is no counterpart in western language. From the history of surveillance by public opinion, we know that Chinese communist party attached much importance to its great influence and its close relation to their work. Of course, surveillance by public opinion should be achieved through mass medium. Before the appearance of internet, it is mostly achieved through traditional medium. Internet has brought a great many changes to surveillance by public opinion, and internet itself has become a kind of important medium to achieve surveillance by public opinion. Internet has many distinctive characteristics such as its openness, trans-national nature, anonymous nature, etc, which made its surveillance by public opinion different from that of traditional medium. With the development of internet surveillance by public opinion, there appeared a new kind of phenomenon, that is, traditional medium and internet cooperate in the surveillance by public opinion. Through the analysis of two typical cases-"Liuyong case"and"Sunzhigang case"that has attracted great attention and led to great effects in 2003, this article mainly discusses the cooperation of newspaper and internet in the surveillance by public opinion, studies the different roles each medium played in the development of the public opinion, and the influence on the development of the public opinion exerted by the cooperation of these two kinds of medium. And through all these analysis, we try to study how to make full use of the different characteristics of newspaper and internet, and the good cooperation between them, in order to receive good results of surveillance by public opinion.
