Research Of The Network Public Opinion's Influence To The Public Policy

Public opinion is the base of the public policy, public policy's formulation, implementation, modification, cancellation should be decided by public opinion. With the rise of the network media, also because of the traditional media 's ploblems to publical expression . The way of public expression opinions at the network has aroused the concern of the government . On the basis of one year's research and analysis , the author describes in detail the emergence of network media to breakthrough the traditional shackles of express public opinion .The thesis consists of Preface part and four chapters : Preface Part is focus on the topics, objectives, status of domestical research, as well as the approach to the study.ChapterⅠresearch the time of network and the network public opinion. Pointed out the network media's characteristics . Author compared the difference between the traditional media and the network media ,draw the conclution that: the network media is more benefit than the traditional media.ChapterⅡintroduce the influence on the network's public opinion to public policy. Firstly , introduce the relationship of the public opinion and public policy. Secondly, analysis the good influence and bad influence of network's public opinion to public policy.ChapterⅢI will analysis the relevant cases. Include two sides. One case is the active influence about the network public opinion, the other case is about the negative side . I want to use the two cases to grow on the understanding of my article , induce the problems of the network public opinion. Then make preparations on how to deal with the problems .ChapterⅣis on the basis of the previous analysis , to deepen the awareness of network's public opinion . In response to the network's public opinion problems, suggest improvements and recommendations. The important part is the network public opionion's broad and representation . Improve Internet users's quality and capacity to take part in politics, representative government's policy. The work of government is how to form the Long-term mechanism to rule the action of internet uses that can give their suggestions .We ought to make our efforts to avoid the network's public opinion becoming useless. We should make it play an active role in our policy's formulation, implementation, modification, cancellation.
