During the first 5 years of 21st century, the competition which local enterprises faced with is becoming more and more fierce. Only self-innovation can compel us to be more competitive in such environment. Apart from technological innovation, enterprises pay attention to management innovation as well. The traditional enterprises management is not compatible with the ever-changing challenges because it just focuses on the inner recourses. Supply chain management, a new proven effective and useful management thoughts and technique, taking the external recourses of companies into account by collaboration and integration. In this 5 years, local enterprises are changing their attitudes towards supply chain management from hesitate to reception to rational adoption. Thus research on supply chain management techniques has both academicand practical meanings in guiding companies to be more innovative.On the process of adopting supply chain management, one of the most difficult tasks is to change purchasing from tactical level to strategic level. Under supply chain management environment, procurement as a bridge combining the supplier and buyer, more problems which need collaboration will emerge frequently in this field. To find multi-win solutions to such kind of question becomes an urgent task. The main purpose of this paper is to find theoretical models which can support decision-making for supply chain procurement. First, the author introduced the research background of this paper, summed up different research fields of supply chain management and articulates the current status of supply chain modeling. After that, traditional purchasing and supply chain procurement are compared in many aspects, such as objectives, operation process, main decisions and key problems. Based on the differences of traditional purchasing and supply chain procurement, this paper argue that supply chain procurement is a system contains not only the traditional purchasing system but also the inventory systems and distribution systems of both sides. Then, from the systematic point of view, system dynamics model of supply chain procurement was constructed, conclusions were deduced by analyzes the output of the simulation. According to the results generated bythe system dynamics model, the author establish three concrete tactical models, they are: model of random procurement lead time, model of coordination on lot size in supply chain procurement which take the distribution cost into account, and the model of procurement decision-making under more random affections. It can be find that models of lead time and lot size coordination are superior to traditional models. In addition, this paper tries to combine Markov Process and Dynamic Programming together to solve random decision-making topics. Last but not least, in order to get a profound understanding of supply chain procurement, internet-based procurement was discussed. The author analysed the advantage and disadvantage of different procurement patterns, and proposed a performance evaluation system for 3rd party internet-based procurement portals due to the research findings of chapter 3.
