Nuclear energy is a kind of regenerable and clean energy. Nuclear power generation is of strategic importance to solve the problem of energy shortage in some of China's developed coastal areas. The widespread application of nuclear science and technology has been the subject of much concern as well as nuclear safety issues. Moreover, to ensure the safety of public life and prosperity, it is indispensable to improve the emergency system for nuclear accidents and the environment monitoring system for nuclear radiation, so that the occurrence of nuclear accidents and terrorist incidents as well as the resulting hazards can be prevented. Radiation monitoring system can be classified as fixed system and mobile system. Mobile monitoring system refers to the system in which nuclear radiation detectors are installed in mobile piggyback platform s. And it is able to locate sudden accidents in real time, and gets the field distribution data of the radiating environment in the specified area, etc. Such characteristics of the mobile detection system make it an important part of the emergency monitoring system for nuclear accidents.In this paper, the mobile real-time emergency monitoring system is designed and realized , based on the analysis of status of the nulear emergency monitoring systems, and requirements of Zhejiang nuclear energy and radiation technology applications. The system is composed of three subsystems: vehicle-mounted radiation environment field data monitoring system, wireless data transmission system, and data processing system in the monitoring center. The field monitoring system is installed at the emergency vehicle, based on the 32 ARM_Linux embedded system as the core. Its main function is to obtain the data of the field environment radiation, the GPS positioning information and meteorological parameters. The data is packaged and transmitted to the center through the wireless data transmission system. The data processing system of the monitoring center is located at the computer center of the radiation environment monitoring station of Zhejiang province. The task is to complete real-time communication with the field monitoring system , databasestorage , and data analysis and processing , as well as making decisions and commands about nuclear emergency on basis of the GIS. The wireless data transmission system is made up of the CDMA wireless data mobile networks and the special VPDN virtual networks, which ensure the safety of high-performance data communications at any moment.Nuclear emergency monitoring system features plenty of interfaces, powerful function and stable performance. The system realizes automation, digitization and network. In the participation of the first joint nuclear accident emergency drill in Qinshan nuclear power base, the system completed the scheduled task successfully, achieving the demand of the emergency testing, which contributed to the development of nuclear energy.
