With sustained and rapid growth of the economic in our country, people's living standards have been greatly improved, but it has also brought a series of environmental problems, such as air pollution, water pollution, ecological degradation, chemical leak accidents and complex environmental pollution, which have become an important factor to restrict economic development and to endanger people's health and social stability.Taking a practical project as the background and combining with the actual demand, this thesis describes the development of the "Panzhihua City environmental quality monitoring and emergency command system" by use of .NET platform, C# and multi-tire structure.First of all, this thesis introduces the research background and significance, analyzes the current application status in environment monitoring. Then, the objective, business functional requirements and users of the system are analyzed, and the use case diagrams of the system are also given by use of UML (Unified modeling language).Secondly, on the basis of requirement analysis, the subsystems are divided and their functions are designed. Meanwhile, after the static structure diagrams of the system are devised by using UML, they are transformed into databases of the system.Thirdly, the thesis mainly discusses the detailed design of such sub-systems as the pollution sources management, environmental quality management and emergency command, also gives the sequence charts of three subsystems. At the same time, the thesis presents the communication processes involved in the system, including communication structure, data sending and receiving, the bottom-control platform and data parsing. Also, three subsystems and the communication software are implementated by use of Microsoft Visual Studio .Net 2003 and Microsoft SQL Server 2000. Furthermore, the thesis depicts in detail the implementation of GIS monitoring module existing in many subsystems. Finally, the running results of three sub-systems are presented.At present, the system has been tested and runs normally, which meets the needs of users.
