Public Crisis Communication Media Scene: From The Political Accountability Of Public Accountability

This research is on the procedure and effect of interest game playing in crisis communication.And it is to resolve the problem of ensuring:freedom of communication,accessibility(the public highly share the media resources at large),unification of control and accountability(public interest,private interest, the freedom of communication and its rights and obligation),especially in the Chinese political system.How to ensure the three value orientation of mass media as well as the principal rights and interests of the public is a key question for discussion in crisis politics.It is expected that by the analyzing of the communication of public crisis and the process of governance,three aspects of meanings can be built:firstly,the recognition of the interest structure of the social transformation that can be reflected on mass media;secondly,the discovery of the common value of Chinese mass media in interest game playing;thirdly,contribution to harmonious media system in Chinese society,by the changing from political accountability to public accountability.By analyzing the media operation of one specific public crisis(The Shanxi brick kiln affair),it can be found that interest groups(privates) run into trouble during public crisis.This is the logical beginning of the theoretical research of crisis communication and crisis governance.The analyzing structure uses the research findings of media social responsibility in western communication theory for reference.And from the prospects of interests between the government,public and media,the thesis tries to build the logical changing process of media from political accountability to public accountability. Stepping from reality to theory,the analyzing process focuses on the media image of real public crisis,which is constructed and deconstructed by mass media.By means of interest-analyzing mainly,the thesis proves,from the prospects of government,public and media,that it is inevitable for mass media to develop from political accountability to public accountability.Meanwhile,it makes suggestions on how to safeguard public rights and interests from the prospects of system,value,and social effect.This paper provides an opinion that:In the period of public crisis,social resources would be in great shortage,and public interests would be harmed.In order to make the limited resources be distributed up to their own interest, different groups participate in interest game playing on media.Theoretically, the three principals,freedom of communication,accessibility,accountability, ensure that mass media operates in accord with public interest.But, government in crisis plays as a stern group,which forces media to obey with political accountability.Since social interest is common appeal of the whole society,it would cause political pressure if it were impaired in crisis,then the government,media and public would have to concede to public interest. Objectively,the result of interest game playing would make media change from political accountability to public accountability.From the aspect of social governance,it is suggested that institutionalization would be a effective way to ensure freedom of communication,accessibility,accountability.As far as innovation is concerned,firstly,the thesis discusses the traditional Iogos "truth,neutrality,objectivity" of journalistic professionalism and the Iogos of "neutral government" under the circumstances of interest game playing, then re-constructs the value between government and media;secondly,the thesis make an integration of the mass communication theory and political science,which brings the research of crisis communication into a broader domain social science.
