Since China's reform and opening up,the media industry has maintained a rapid growth and its position in the national economy has been increasing.In 2003,China's cultural system reform was officially launched.The media industry has been incorporated into this general framework for reform.In January 2006,the CPC Central Committee together with the State Council issued the"Opinions on Deepening the Reform of Cultural System" which further clarified the media industry reform and restructuring ideas.The promulgating and implementation of "Cultural Industry Promotion Plan" in 2009 promoted cultural industry into national strategy.As the core of China's cultural industry structure,media industry was endowed a new,more important responsibility and mission.Systematic restructuring and industrial upgrading became 2 keywords to China's media industry development for the current and future period of time.Talent is the first productivity.To accelerate human resources development is the decisive factor of the media to win the initiative in the fierce competition.The usage of human resources management in modern enterprise management has been quite mature,and its' role in the media industry is also beyond doubt.But unfortunately,at present,the human resources management of Chinese radio and television media is still in the traditional stage of personnel management with a main function of coordinating relationships between employees,employees and things,employees and work unit.This sort of management emphasizes the harmonious relationship but ignored human themselves,neglecting employee's talent location,personality and needs.Meanwhile,the current radio and television industry personnel management takes recruitment and dismissal as the central content.Management activities are to a great extent interfered and restricted by political and administrative factors.To establish a new media industry human resource management system suitable to socialistic market economy is an important component of Chinese media reform.It is also an inevitable choice to adapt to changes in the external environment.Successful exploring a road in this aspect will accelerate development of China's media industry,strengthen forces and improve competitiveness.It will also lay a solid foundation for Chinese media industry to achieve substantial leapfrog development.The paper combines both domestic and international theories of human resource management and media industry,around the basic principles and policies of the party and the state personnel system reform in the new era,analyzes the shortcomings and causes of Gansu Broadcasting and TV Station human resources management mode from the aspects of its organic structure,current personnel system and control system.It also tries to figure out a way to solve the problems that are encountered by provincial level Radio and TV Station in the process of reform of personnel system based on related national regulation on public industries system reform and Gansu Broadcasting and TV Station's current human resources management situation.Propose to establish a new human resource management model and system from the aspects of concepts updating,mechanism upgrading and perfect the system,etc.,to adapt to not only its own industry features but also to the further development requirements.
