Research On Industrialization Of Chinese Community Antenna Television Industry

This dissertation reports the research on the issue of the industrialization of Chinese community antenna television industry using methods of theoretical analysis and positive research. The objective of the dissertation is to analyze and discuss the problems of the scale not matching the income, investment shortage, the managerial mode with disadvantages, and the urgency of industrialization with theories and methods of modern economics, and especially focus on the three aspects as the accommodation of the property right' structure, the pricing mechanism, and the regulating mechanism to solve the core problems in the curse of the industrialization of Chinese community antenna television industry. The research not only enriches theories of the industrialization of the medium industry, but also is helpful steering the industrialization of Chinese community antenna television industry.This dissertation starts at the point that the attributes of the community antenna television (CATV) industry are changeable following with the technical and economical development. The trend is as follows: being pure public goods turns to being quasi-public goods; products and services are richer; the attribute of natural monopoly first turns weaker, then turns stronger; the network of CATV becomes integrated. As a result, the property right's structure needs to accommodate with the changeable network, the pricing mechanism needs to be layered and keep competitive and dynamic, and the regulating mechanism needs to add some competitive elements. Besides, the theories about the property right & institution and the regulation & competition in natural monopoly industry are also supportive to deal with the issue of the industrialization of the CATV industry.The research work of the dissertation includes: concluding and reviewing the basic theories about the industrialization of the CATV industry; demonstrating the scheme about the accommodation of the property right's structure of Chinese CATV industry; exploring the dynamic pricing mechanism for the industrialization of Chinese CATV industry; exploring the regulating mechanism with competitive elements for the industrialization of Chinese CATV industry; analyzing the institutional factors, the industrial factors, and the interest group' influence in the curse of the industrialization of Chinese CATV industry; analyzing the road and trend of the industrialization of CATV industry at home and abroad.The contributions and conclusions made by the dissertation are as following:1. The CATV industry has double characters as economic character and politic character. Both characters should be paid attention to during the curse of the industrialization. The producing and broadcasting of the news and other more political programs should emphasize particularly on its polictic character, while the producing and broadcasting of the programs not so political and the transmitting part should emphasize particularly on its economic character instead.2. Regarding the attribute of public goods of the CATV industry, the dissertation puts forward the proposal that the attribute of pure public goods turns weaker while the attribute of quasi-public goods turns stronger following with the advancement of the CATV transmitting techniques. As a result, the CATV industry should adjust the functions and powers of the government and the market, and consider more about its attribute of quasi-public goods when setting the prices.3. Regarding the attribute of natural monopoly of the CATV industry, the dissertation puts forward the proposal that the attribute of natural monopoly of the CATV industry will turn weaker at first, and then turn stronger according to the theory of the cost function changing with the techniques and demands, so the CATV industry should gradually inducing competitive elements.4. Regarding the accommodation of the property right's structure of the CATV industry, the dissertation puts forward that the Chinese CATV industry has a different property right's structure, and the integration of Chinese CATV networks should depend on the capital operation and property right contract by analyzing the structural conflict during the curse.5. Regarding the construction of the pricing mechanism of Chinese CATV industry, the dissertation puts forward the proposal that the monopoly pricing mechanism should gradually turns to the competitive pricing mechanism, and the products and services of the CATV industry are divided into the news and politics sort, the public and science sort, the commercial and entertainment sort, and so on, which are regulated differently by the sort.6. Regarding the regulating mechanism of the industrialization of Chinese CATV industry, the dissertation puts forward the proposal that the background of the developed countries loosing the regulations on the CATV industry is the regulating mechanism in good condition, while the regulation of Chinese CATV industry is to modify the government regulating procedures and induce the market strength.7. Regarding the restricting factors of Chinese CATV industry, the dissertation analyze from three aspects as the institutional factors, the industrial factors, and the interest group' influence. The dissertation differentiates the formal and informal constitutions' influence on Chinese CATV industry, which is unique in domestic researches.8. Regarding the road and trend of the industrialization of Chinese CATV industry, the dissertation compares the road and trend of the industrialization between developed countries and China, put forward that the trend of the industrialization of Chinese CATV industry is to internationalize the network hardware construction standards and nationalize the transport materials, which is significant to make the Chinese CATV industry stronger.
